COMPLAINT:
The original complaint came from foster child, Michael Ross.
He stated
that on at least two occasions, Peter Klassen performed anal intercourse
on him. He also advised Anita Klassen had rubbed his penis, as
well had
fondled his sisters, Kathy and Michelle. Apparently, Dale Klassen
has
also exposed himself to the children.
INTERVIEWS AND CONSULTATIONS:
May 25, 1990
1) Consultation with Norma Rivard, Carol Middleton, Janet Kormish,
Janet
Matkowski, Ernestine Starr and Gwen Will. Protocol and strategy
for the
investigation were discussed. Cpl. Dueck, Carol Middleton, Janet
Kormish, and Gwen Will were to go to foster parent, Pam Klassen's
residence. Cpl. Dueck and Carol Middleton were to interview the
children
at this home. Janet Matkowski and Ernestine Starr were to interview
Trevor and Jackie Klassen at Howard Coad School. Upon completion
either
apprehend children or allow them to return home. Anita Klassen
was also
to be interviewed. Judy McLaughlin, contract worker, was to pick
up the
Ross girls from school and place them in an alternative foster
home.
2) Jackie Klassen was interviewed by Janet Matkowski, Ernestine
Starr
was present but did not participate. Jackie did not disclose any
sexual
abuse. She was adamant when she stated no one was touching her
physically or sexually. During the interview Jackie answered only
when
asked a question. She did not volunteer any information. She became
tearful when discussing "bad touching" but did not cry.
Jackie did not
react when advised the foster children would be removed from their
home.
3) Trevor Klassen was interviewed by Janet Matkowski. Ernestine
Starr
was present but did not participate in the interview. Trevor did
not
disclose any sexual or physical abuse. Shortly after the interview
began
the tips of Trervor's ears became red. As the interview progressed,
so
di the redness on his ears. When discussing whether or not anyone
was
touching him, he answered no. He also began to cry. Trevor sobbed
throughout the interview. He was very upset to learn that the
foster
children were being removed. After the interview was completed
Trevor
was left with the principal. He was to upset to return to class.
4) Anita Klassen was interviewed by Janet Matkowski and Ernestine
Starr
at her home. Anita became immediately defensive when advised of
the
nature of the investigation. She jumped out of her chair and stated
that
no one was being abused in her home. She refuses to consider perhaps,
Peter Klassen Sr. was abusing her children or the foster children
in her
home. She stated she trusted him with their children. Anita was
angry
when advised the foster children were being removed from her home.
Again
she stated there was no abuse in her home and we were free to
investigate.
May 29, 1990
1) Contacted Dale Klassen and requested he or Anita take Jackie
and
Trevor in to be examined by Dr. Yelland. After a long period of
silence,
Dale agreed to do so.
2) Dr. Yelland advised of the Klassens and suspected sexual abuse.
3) Anita Klassen called very abrupt manner. I repeated
the request for
examination and instructions. She agreed to take the children
in.
4) Dr. Yelland called. He stated there was no physical signs
of sexual
abuse on either children.
ASSESSMENT:
There was no evidence of sexual abuse by adults to children.
Therefore,
these children cannot be said to be in need of protection.
CONCLUSIONS:
1) There is no evidence to indicate Jackie or Trevor have been
or are
being abused.
2) There is no evidence to indicate that Anita and Dale Klassen
are
being inappropriate with their children.

-Anita Klassen came into his room 3 times put her hand around

rubbed. Always happened at night. Michael would pretend he was
sleeping

-Anita told him if he told "she would chop his head off."

-Grandpa Peter Klassen twice put his penis in Michael's bum
happened
around x-mas '88. happened once in Auntie Pam's room

followed him in. Michael wearing joggers + loose underwear. Peter
pulled
him down + put his penis in bum. Peter said, "you better
not tell or
I'll go to jail." Few days later at Pam's house, in Crystal's
room
downstairs, late at night Michael in bed, wearing underwear.
Peter
said he was going downstairs for some beer, pulled Michael's underwear
down + put his penis in bum. Peter laughing Michael crying
"This isn't
funny."
-at 222 St. Pauls Place. Michael R on steps. Peter Dale upstairs,
happened after supper. Dale undid his pants + pulled his penis
out.
Michael scared ran.
Peter Dale + Anita con't.
Downstairs, thought Dale was going to put his penis in Michael's
bum.
-Dale slapped Michael R on penis one time.
-asked if on purpose or accidental.
"could have been accidental he was aiming at my head
+ hit my penis
when I ducked."
-Michael R admits he's done some bad touching.
-touched Gus, Kathy(sister)
-he + Jackie (Anita's daughter have touched each other.
-Michelle and Kathy have both told Michael that Anita rubs
their
vagina's at night.
-Michael has been in intensive counseling for sometime. Familiar
with
and uses terms first time disclosers wouldn't use.
-Michael cross-dressing at Thompson's. becomes very violent
when
wearing woman's clothes.
-Thompson's have many more notes re Michael's "disclosures"

Kathy Ross:
-first night at Thompson's (90-05-29) out of the blue "Anita
has a bad
touching problem."
90-05-31 again out of the blue, in Saskatoon "When
I'm sure I'm safe
