This file is a result of an ongoing investigation which originated in
1989 on occurrence number 65826-89 and 71037-89, which were investigated by Sgt.

READ # 5. In the above noted occurrences, Peter Klassen Sr., DOB
34-02-24, was charged with and convicted of sexual assault of two young
girls and was subsequently sentenced to 18 months in jail.

Because Peter Klassen Sr. lived with his daughter, Pamela Klassen, who
was a foster parent, and because Peter Klassen son and daughter-in-law,
Peter Dale and Anita Klassen were also foster parents a further
investigation was started by Cpl. Dueck # 144 and workers from the Dept.
of Social Services in the fall of 1989. At this time, Cpl. Dueck
interviewed Michael Ross, Michelle Ross, Kathleen Ross, and Crystal
Morin. There was no further disclosure at this time of abuse by anyone
and the children were subsequently returned to those foster homes.

In December 1989, Michael Ross was removed from the Peter Dale and Anita
Klassen foster home and placed in a parent therapy home of Lyle and
Marilyn Thompson of 120 Kenora St. Warmen, SK. Shortly after having
moved to the Thompson home, Michael Ross began disclosing sexual abuse
by numerous people to himself and his sisters, these people including
his birth parents, Donald and Helen Ross, one Donald White, Peter Dale
and Anita Klassen, Peter Klassen Sr., Pamela Klassen, as well as
numerous other people. Because of these disclosures the Dept. of Social
Services decided to remove the remaining foster children from the Peter
Dale and Anita Klassen foster home and from Pamela Klassen's foster
home. This removal occurred on the 90-05-29 and Kathleen and Michelle
Ross were then placed in the Thompson home with their brother, Michael.
Crystal Morin (Heinrichs) who was at Pamela Klassen's home was placed in
the Heinrichs adoptive home in Dalmeny, where her brother Trevor, and a
sister Melissa were already living as adoptive children. Trevor Morin
(Heinrichs) had at one time also been in the Pamela Klassen foster home
as a foster child, but had been subsequently adopted by Wayne and
Carolyn Heinrichs of Dalmeny, SK.

The Ross children Michael, Kathleen and Michelle were very disturbed
children after having been removed from the Klassen foster home, and
because of this they were put into treatment with Carol Bunko-Ruys, the
Community Childcare Consultant, 715 Broadway Ave.

Because of my previous involvement with this file, I was again contacted
and 90-06-14 I spoke with Lyle and Marilyn via telephone and we set up a
meeting for the Taco Time on 33rd St. West and arranged it as just a
chance meeting. So that the children would again see me and possibly we
could again get the ball rolling regarding further disclosures by them.
I met the Thompson's and the Ross children at the foster home on
90-06-14, and the children took some time to recognize me, however, when
they finally did they eagerly sat down with me and at this time, Michael
Ross stated to me "I only told enough to get my sisters safe, I've got
lots more to tell you about sexual abuse." I then spoke to the two girls
briefly

And both of them were aware that I had interviewed them in the fall of
1989. At this time, the only thing that I spoke with them about was the
fact that I was very glad that they were now safe and living in the
Thompson home.

Later that evening, Marilyn Thompson phoned me and stated "after we left
the Taco Time, the flood gates of information opened." Apparently, this
referred to Kathlyn Ross beginning to disclose all sorts of sexual abuse
by Anita Klassen. At this time, both of the other Ross children, Michael
and Michelle denied any type of abuse.

Ongoing treatment was done with these children, and finally videotaped
interviews were conducted by myself and Carol Bunko-Ruys. These
videotaping happened from Michael Ross on 90-10-21, 90-10-28, and
90-11-16.

The videotaped interviews with Michelle Ross, myself, and Carol
Bunko-Ruys, occurred on 90-10-21, 90-10-28, and 90-11-15.

Videotaped interviews with Kathleen Ross, myself and Carol Bunko-Ruys,
occurred 90-10-21, 90-10-28, and 90-11-15.

A videotaped interview with Crystal Morin (Heinrichs) occurred on
90-01-19.

Videotaped interviews with Stephen, Shannivia and Sarde Hardy (Mayes)
occurred on 91-03-12.

Because of the ongoing investigation and disclosures being made to both
the therapist, Carol Bunko-Ruys and to the therapy parents, Lyle and
Marilyn Thompson by the Ross children, the Dept. of Social Services on
the 90-10-16, closed the foster home of Dennis and Diane Kvello and
removed from this home, Stephen Mayes (Hardy), Shannivia Mayes (Hardy),
Sarde Mayes (Hardy) in Martensville, SK. It should be noted that Diane
Kvello, who was the foster mother of the Mayes children is a sister to
Anita Klassen.

Regarding the disclosures by the Ross children, which were videotaped,
these disclosures not only included sexual abuse on themselves and other
children, but were also very distinct allegations of ritualistic child
abuse of both children and animals, including the sacrifice of a small
baby. These tapes will be copied and discussing is now being carried out
by Cpl. Dueck and Carol Bunko-Ruys, Liz Newton, regarding possibly
sending these tapes to a psychiatrist in Washington state University,
one Dr. John Konte (not spelled) for viewing and verification of the
ritualistic disclosures. We spoke to Dr. Konte in Oct90 regarding this
investigation and he welcomed a chance to view the tapes and would be of
assistance.

To us in court. This will further be discussed to the prosecutor
assigned to this file.

Michael Ross disclosures included allegations of sexual abuse by the
following people: occurrence number 26703-91, person involved
****************(Blacked out) DOB 31-11-02, 1813 Ave C North, Saskatoon.
Donald Leo Ross is a deaf mute.

Interview of 90-10-20, the anatomically similar dolls were use. Michael
Ross remembers one time they were living in a house amoewhere on the
east side of Saskatoon, possibly 8th St., and at this time he remembers
Donald Ross coming down the stairs and pulling his pants down, he stated
at this time he was approx. 4 years of age. He then showed with the
dolls Donald Ross putting his penis into Michael's anus. Michael was
laying down and Donald Ross was laying on top of him.

Michael talks of the bad family coming over. (Michael had to phone them
for his mom and dad) Difficult to ascertain who this "bad family" might
be. Michael then stated "we had to do it to each other." He then told of
Donald Ross putting his penis in Michael's bum, saw Donald also putting
his penis into Helen Ross' vagina and anus and said Donald Ross did the
same thing to Kathleen and Michelle.

Michael then showed with the dolls Donald Ross putting his penis into
Michelle's anus and vagina. Did the same thing to Kathleen. This
happened in the livingroom in this house on the floor, and on the couch.

*NOTE THIS PLEASE* Then said Donald Ross' penis came out "all poopy."

He had asked for a face cloth to wipe his penis, then showed with the
dolls Donald Ross putting his penis in Helens' anus, the kids had
apparently yelled when Donald Ross did this to them. While demonstrating
this Michael made the comment that he wished that the doll had a
stronger wire in it's penis, meaning the anatomically correct doll, as
he was having difficulty inserting it into the anus.

He told of Donald Ross touching Michael's penis with his hand, also made
Michael touch his penis with his hand, and to such on his penis with his
mouth.

Then said "Dad made all of us suck his penis." It should be noted
Michael often used the term made all of us do it, when referring to this
he refers to Michael, Kathleen and
