U of S grad appointed
to Sask. appeal court

REGINA -- Regina lawyer Robert
Richards has been appointed a judge with the Saskatchewan Court
of Appeal.
The appointment by the federal
government was effective Friday, but Richards won't be sworn
in until later this month.
"I'm very excited. It's
a great opportunity, and I'm looking forward to it," he
said Monday.
He is the first appointment
to the province's top court since Thomas Wakeling retired in
May 1999.
Richards was a partner with
the firm of MacPherson Leslie and Tyerman, where he practised
primarily in the areas of public law litigation, including constitutional,
administrative and human rights issues. He has made numerous
appearances before the Supreme Court of Canada.
"It's a very practised
background with experience in government and with experience
in private practice and a strong knowledge in a number of fields
of law that the court deals with extensively," he said.
In recent years, Richards has
been involved in a number of high-profile cases. His clients
have included a Saskatoon Crown prosecutor sued by Richard Klassen
and other family members for malicious prosecution, Ipsco in
a long-running battle between the Regina steelmaker and the federal
government over environmental laws, and Pepsi-Cola in a fight
that went to the Supreme Court over limits on secondary pickets
during labour action.
Richards received a bachelor
of law from the University of Saskatchewan in 1979 and was one
of a handful of graduates from across to the country to be selected
to work as a law clerk for the Supreme Court of Canada that year.
In 1982, he received a masters
of law from Harvard University. He was admitted to the Saskatchewan
bar in 1985.
He has lectured at the University
of Saskatchewan college of law, the University of Ottawa faculty
of law, and the Saskatchewan bar admission course and has also
served as director of constitutional law and executive director
of public law and policy for Saskatchewan Justice.
